I'm able to reproduce the problem.
For the "user" accounts, clicking on the clone button works without selecting a host via the checkbox produces that permission error.

It's a cosmetic issue. We will have to block access to the clone function without first selecting a host.
I have added it to our bug tracker...

Hey!

Thanks for reporting that. You are right.
No Angelo, we should not block the access, per default there is a select field of hosts. when no host was selected the user should get to the clone form and select a host.
The only advantage of selecting a host in the overview and then press clone is , that the host will be preselected.

Please check this update/patch here to fix the issue.

I will later fix "usability" optimisation regarding multiple hosts selected -> clone should be disabled.
